October 1999 . . .

Hello Everyone,

I spoke to Mrs. Troupe this morning at INS (Immigration & Naturalization  Services). You are only allowed to call her on Wednesdays between 8am and  1pm. They have this one woman in this dingy office at INS reading everyone's  home study. Usually it takes one month, and I have been waiting six  weeks. They  said when I started this I needed patience; sometimes it is very hard.

Anyway, Mrs. Troupe told me this morning that I have been approved on  October 6. Yippee Yahooie Yeah!!!!! What this means is that on October 6  the INS cabled notice of my approval to the U.S. Consulate in Guanghzou,  China so that when we ask them for an appointment for me to get Zoey, they  know that I am approved already by the US government.

At some point in the next few weeks (4-6 weeks, on average), I will receive a packet of forms that I will need to bring with me to the U.S. Consulate in China for Zoey's interview.

I am now waiting for my 171H to come in the mail.  Mrs. Troupe says I should  get it any day now. The 171H is approval notice of I600A which I submitted  to INS when I first started this process in June. I now have 18 months from  October 6 to file my I600.

I then need to authenticate (meaning notarize) a copy of it, since the Chinese now require it for my dossier (all of my paper work that I have collected in the last few months i.e.; birth certificate, letter on why I want to adopt,  marital status, letter of good conduct from police etc., etc. ) Then Mee Mee  who works for my agency in New York, China Seas, will take my Dossier to County  Clerk for them to check that the notaries I used were from NYC and  registered in NYC too. Then I get their stamp of approval , then she takes  the dossier to State Department and they check on the County Clerk and give  their stamp of approval. Then it goes to the Chinese Consulate and they check that it has the County and State stamps of approval and they give it their red seals. I could do all this by mail send them self- addressed  envelopes to have them mail it back but it was extremely stressful when I  did it for my birth certificate (what if they lose it, etc) that I am having  Mee Mee do it for me. They only charge a small fortune for each piece of  paper at each office.

Then I need to get everything translated into Chinese and then finally I am DTC (Dossier to China). It still seems so far away. Hopefully, about another month. This has been the longest first trimester.
